How import duty works in Pakistan
When goods arrive in Pakistan, the importer (or their clearing agent) files a Goods Declaration (GD) through WeBOC or PSW. Duties and taxes are assessed on the assessable value — the CIF value of the goods converted to Pakistani Rupees.
A typical import attracts several levies stacked on top of each other: Customs Duty (CD) at the tariff rate of your PCT code, Additional Customs Duty (ACD), Regulatory Duty (RD) on certain goods, Sales Tax (normally 18%) calculated on the duty-paid value, and Advance Income Tax under Section 148 — higher for non-filers.

- How is customs duty calculated in Pakistan?
- Customs duty is calculated as a percentage of the assessable value (CIF value converted to PKR at the customs exchange rate). On top of customs duty, imports may attract regulatory duty (RD), additional customs duty (ACD), sales tax (usually 18%), and advance income tax under Section 148. The applicable rates depend on the HS/PCT code of your goods.
- What is the difference between filer and non-filer rates?
- Income tax advance at import stage is charged at higher rates for non-filers (taxpayers not on FBR's Active Taxpayer List). For commercial importers, typical rates are 6% for filers vs 12% for non-filers under Part III of the Twelfth Schedule, with lower rates for Part I and Part II goods.
- What is an HS code or PCT code?
- HS (Harmonized System) codes classify goods for customs purposes worldwide. In Pakistan, the 8-digit version is called the PCT (Pakistan Customs Tariff) code. Your PCT code determines the duty and tax rates that apply to your import.
- Which exchange rate is used for customs valuation?
- Pakistan Customs uses the exchange rate notified for the relevant period to convert invoice values into PKR. This calculator uses current market rates as an estimate — the rate applied on your GD may differ slightly.
