Written 22 October 2026. A notification dated 21 October 2026 adds three new PCT headings to the list of goods in Appendix-I of SRO 693(I)/2006. Two cover tyres for heavy commercial vehicles and one covers a set of motorcycle components. That appendix is the list of goods on which the 2006 notification levies additional customs duty. If you classify HCV tyres or motorcycle parts on a GD, the lines below are now relevant to you.

For how PCT headings work, see our explainer What is an HS code in Pakistan?. This article covers only what changed.

The amendment: SRO 1888(I)/2026

Made by the Federal Government under sub-section (5) of section 18 of the Customs Act, 1969, it amends SRO 693(I)/2006, dated 1 July 2006. In its Appendix-I:

  • after PCT heading 4011.2019, these are inserted:
    • 4011.2091: Radial Tyres – for Heavy Commercial Vehicles (HCVs)
    • 4011.2099: Other Tyres – for Heavy Commercial Vehicles (HCVs)
  • after PCT heading 8714.1040, this is inserted:
    • 8714.1090: components for vehicles of heading 87.11 (motorcycles), namely:
      1. license plate
      2. bracket side reflector
      3. side reflector
      4. right/left side plate
      5. front decorative connection part
      6. foot plate and parts thereof
      7. wheel assembly and parts thereof
      8. windshield and parts thereof
      9. seat box and tool box and parts thereof
      10. center covers and parts
      11. plate and parts

Item 9 reads "toll box" on the scan; that is presumably a typo for tool box.

What Appendix-I of SRO 693(I)/2006 is

SRO 693(I)/2006 opens with the Federal Government "pleased to levy additional customs-duty on the import of goods". Under its clause (a), that applies to goods classifiable under the tariff headings "specified in Appendix I to this notification". Its clause (b) separately covers components imported in kit form for assembly. Adding a heading to Appendix-I therefore brings goods under that heading within the notification's additional customs duty.

This article does not state a rate. SRO 693(I)/2006 has been amended many times since 2006. FBR's index lists amending notifications from 2006 to 2024, and the copy FBR hosts is a 2013 consolidation. Check the rate in force on the date of your GD before relying on any figure.

What to check if you clear these goods

  • If you have been classifying HCV tyres under a broader tyre heading, check whether 4011.2091 or 4011.2099 now applies. The choice is a classification decision, not a formality.
  • If you clear any of the eleven motorcycle components above, note that they now sit under 8714.1090 in Appendix-I.
  • Confirm the additional customs duty that applies, and its current rate, before quoting a landed cost to your client.

Read from FBR's notifications on 22 October 2026, at the page images:

  • SRO 1888(I)/2026: dated 21 October 2026, C. No. 1(7)Tar-III/2016. The SRO number is handwritten on the scan and matches FBR's index.
  • SRO 693(I)/2006: FBR's 2013 consolidated copy.

FBR's index titles this notification "Amendment in SRO 693(I)/2026". The instrument itself amends SRO 693(I)/2006, dated 1 July 2006, so search for the 2006 notification. This is general information, not legal or tax advice.
